Error on reinstall. "SoundPackager 10 - Problem Code 123"

There is not one PK that works. Running W10 Pro version 1909 SP v 10.0 Uninstalling and reinstalling now

Win 10 system sounds work fine. Unable to hear or apply custom SP sounds. What gives?
