Because of security reasons I am not able to perform the Cleanboot procedure so I am not able to test this.

Just tried the purge and reinstall steps but unfortunately the problem is still existing (I tried is directly after the new install without having even created new Fences).
Had a look at the post you refer to. This is actual about Fences crashing, which I not the cash for me. However I have tried the suggestions in the post but they did not work for me. Guess there is nothing else to do than to remove Fences and stop using it :-(. If this kind of problems only (or mainly) happen in Cooperate environments I suggest that this is mentioned somewhere when you like to purchase Fences unless you still have other suggestions to solve this problem.
As far as I know Websense/Forcepoint is not installed. You refer to something similar. What other software would be a possible reason for this issue? Are there log files kept by Fences which I can check for errors?
I have installed the latest version of Fences (version 3.0.9.11) on a Windows 10 Enterprise system. When I go to my desktop (Windows Key + D) or move a window (Windows Key + arrow key) my desktop is reset, turns black and all icons on desktop top and taskbar disappear.
