I figured it out. Usually Steam link will emulate keyboard and mouse even if the host computer does not have one connected. The game started to work after I attached my mouse back in the steam box. I guess the mouse inputs weren't being either recognised or misinterpreted by SCO as if the box doesn't have a mouse but inputs from the steam link client is sending them. Thanks for getting back to me so quickly. I don't have any problems using the controller directly in the PC. It's an Xbox 360 but I'll try a gamesir 4gs and see what happens on steam link and PC since it's been awhile since I used that controller. As for other game. I haven't had any issues. Only SCO and it started when I first launch the game. I haven't tried playing SCO directly on my PC. I'll try that without steam link.
