Windows 8.1 is just bringing at start button that takes you to the modern start screen. Start8 is still the best to have a full start menu experience.

Since nobody has the preview builds yet it really can't be said 100% for sure if it will be compatible upon the beta release. I would imagine if there were any issues it would be updated asap, but again, can't say for sure.

If you have CursorFX free installed, it won't upgrade to the paid version unless you pay for it. The Plus version offers more features, but if you are comfortable wtih the free version, then it's not an issue. Windowblinds is typically allowed to be installed on say desktop PC and laptop, as long as you are only using one at a time.
