Are the devs aware that this is a thing? Can't they just add a toggle for it?

When I move my fences to the top of my desktop, the area label moves to the bottom. I hate this. How can I have it so fences at the top of my desktop have their dark label at the top, uniform with all the fences below it.
Updating my windows will break some other enhancements I have such as removing the lock screen and many other unexpected hiccups due to just how far behind I am on versions. Is my problem unique and most likely due to the Windows version?

The background in my fences do not match my actual background when I have this setting enabled ( http://prntscr.com/p1i08r ).
