Welp, title says it all. And I'm PRETTY sure that's not supposed to happen!

Well, title says it all. Whenever I try to move an icon within a roll-up fence to a different position (between 2 icons), it simply snaps back to the first free space (at the bottom of the fence). I had to place my roll-up fence in the middle of 4 icons, to have it move in between the upper 2 icons... This shouldn't be this hard!
