Hello, OP here. I can confirm that the DeskScape 10 settings do not have a "Disable" option. Nor can you disable DeskScapes by changing the Windows wallpaper to something else. I ended up killing the process from task manager as Redneckdude suggested. The uninstallation seemed to go over well after that, so issue is resolved. Thank you to everyone.

I have DeskScapes 10 on Windows 10. I want to uninstall DeskScapes. But when I try, a dialogue says DeskScapes is running and I should quit it first. There seems to be no option to quit DeskScapes. How do I stop DeskScapes from running?

No, there were no Fences at all. The two Fences came back when I did the reinstallation from Steam.

I was finally able to dowload the bat file on another computer at another location, ran it and reinstalled Fences on Steam. Again, two instances of fences in the Windows installed programs listing. basj's reply implied that is not expected behavior. Can I have confirmation on that?
The file seems to be impossible to download. I tried three different browsers. Some security issues with it, it seems. When I click resume/continue downloading despite the security warning, it gives a "network error". Not sure if my router blocks it. Is there an alternative way to download the purge file?
