I disabled the 360 total security. I restart the system (with 360 total security disabled) but it seems that fences are still not working.

I am using 360 Total Security. Do you mean that I've to remove 360 Total Security? Or do you mean that I have to remove Fences??

'Lock Fences' isn't checked.... but the fences are frozen

I have the same problem. All fences are frozen!! I have uninstalled Fences and installed it again but the fences are still frozen. Me too on Windows 10.
