Thank you! After going through this I found out that my uninstaller program was detecting the installer as uninstalling the program instead! So it was removing key files without me realizing it. After changing it's settings and reinstalling again everything works fine. Thank you for your prompt response and have a great day!

After installing start10 from steam if I try to configure the program it will tell me it is not activated and ask me to uninstall it.
