I'm running Windows 8.1 and with Fences Public (1.01) and Fences 2 I am unable to move my desktop icons as well. I currently have "Auto Arrange Icons" and "Align Icons to Grid" unchecked. If it helps, I'm also running the latest version of Modernmix and beta of Start8.
