Did anything come of this? I have this problem too, and I see the post is eight months old.

I have a similar problem with multiple monitors and also have the per-screen resolution setting checked. When I plug the Surface Book into the dock in order to connect two external (lower res) monitors, not only do the fences show up huge but the icons are also huge and separated very far apart.
