I just placed order number 2391484 via Paypal only to run into this same problem (see ticket number NMM-772-18901). I don't think I have had to have an order for a digital product manually reviewed in over a decade and I make hundreds of purchases of this type per year (17 Paypal orders in the last two weeks alone).
