Well you open the Tiles Skin Editor and then open an existing skin, chose the left or right bar in the tab on the left and after you have selected that u'll see a lot of stuff on the right. You will see "Alpha 255" somewhere. That is the transparency, set it from 0-255 to make it more or less transparent :)
