Installed in a clean partition
Is your Windows installed to drive C, and Fences to C:\Program Files (x86)\Stardock\Fences? If not, that might be the the problem, since there is no option to change default install directory. My best guess.

You should see something similar to this:
On your Stardock account product page. Click on "View Individual Downlaods" : https://store.stardock.com/myaccount/products
Turning off "Animate the menu when opening it" may bring the start menu animations to the front. That works on my Windows 10 Home 22H2 (1905.2311)

Go into your CursorFX Themes folder and copy any theme and paste it into the same folder. Rename it ZZZ.CursorFX. Now all your installed themes should show. The bug that CursorFX don't show all themes has been reported a long time ago, but is yet to be fixed.

It's this symbol on your keyboard : ~ Depending on your language, it may not be there. That's why you have several key combinations.
I don't know what it shows in Windows 11, but a quick check of the dates should tell you if you're on the latest version. If you download the installer from your account page , you're sure to get the latest version.
it looks like you care using centered start, but wanted to confirm for sure.
Testing different things, I find the issue only occurs when I have the taskbar center aligned option enabled in Start 11. I only use Stardock products to customize Windows. In addition to Windowblinds and Start 11, I use IconPackager, CursorFX & Fences.
Just did a fresh install of Windowblinds - same result.
Sean asked about latest Start 11 Jan, not Windowblinds 11.
Thanks, Thomas, and yes, I installed that too.
