So I was able to pin a Chrome shortcut to a webpage to the Start11 start menu. Right-click on a blank spot on the Start11, Start Menu, and select "Pin File" Using the resulting Explorer dialog, navigate to the location of the shortcut. After selecting the shortcut Click the open button. The dialog should close and your shortcut will be added to the start11 Start Menu Once the shortcut icon is on the menu you should be able to use all the norm

BTW, it appears that the text is there. when selected the area where I would anticipate the text to be is an outlined box, just no text.

Don't know if this will help the investigation on this one but I am seeing the same thing, but only when I connect to the computer via Remote Desktop. The actual text and all icons are OK if I am working on the directly on the machine.
