Check what actual windows manager is controlling, I had an issue here with Deskscapes not doing as expected and found it was effected by an Actual windows manager settings, make sure all the Desktops and monitor screens/screensavers are set to use Current Windows Settings.

Windows 21H1 build 190043.1110 I have 3 Monitors on one, a single background which at boot starts and animates as normal, on both of the other two I have setup playlists when first booting up a background appears on both of these monitors but is static, once the timed change point is reached the next backgrounds amimate as expected, the app continued to work from then on.
