Will that bring all fences to the top or can I specify an individual fence?

I have fence v3 and I haven't seen this feature, perhaps it exists in v4... I would like to be able to enable, via right-click menu, or some other mechanism, the option to have a fence be "always on top" or temporarily on top of other windows. Is this possible?
