Int 0.52, Paragon was affected by exp modifiers. I cast it on a hero with amnesia (-25% experience) and he only gained 75% of the exp to the next level. I don't know if it was changed for 0.75.

#1, Do you have an accessories or weapons that cause berserk or something similar? #2, I think inner fire might be a spell, so them missing depends on their spell mastery and your spell resist.

These are a couple of bugs I've run into during my recent game. There is a graphical glitch where rivers show up, but they are treated as plains for movement. If you have extra mana, you can just recast paragon (+1 level, -5 max hp, 90 mana) on your administrator. If he never leaves the city, there's no need for the extra hp. Just beware; my current game has a bug where if you cast paragon twice(or more?) in a row, the second cast will use mana but not give the level up effect. Just reread the spell, and it uses the sovereign's hp, not the target's.

Probably related, but if you have 1-handed spears, the starting spear units you start out with start with staves instead of spears.
