There hasn't been a single change to the Engineer class since the game's release. At least until they give him unlockables (as well as upgradable teleporters which is apparently on the cards as well).
I was a bit confused about your article until I found out you actually play the console version of the game. ;) I play the PC version of the game, and as you probably already know our version has been patched ALOT more than your console version has (which isn't Valve's fault, its the stringent requirements Microsoft and Sony impose on updates to games on their system). I didn't think one was allowed to use another game's assets like this because it is a breach of copyright. Correct me if I'm wrong. :) Interesting nonetheless. I have X3 and while I've never really gotten into it because of time constraints it always looked like an interesting game with some cool ship designs.
I've been looking for a new game to mod (as I'm a bit bored of modding RTS titles). I'll have to have a look at Gal Civ and see if I can get any mod ideas. :)

You can still organise to play other games but its harder to find people to play them (but not impossible).
