Need help! Cutscenes choppy. in Bug Reports GalCiv2 Forums

Exactly as the headline says, all the cutscenes(ingame, intro, ext.) skip and sometimes freezeup completely, but the sound will keep on playing. The game itself is kinda glitchy as well, especially the menus, which are kinda unresponsive at times. The research tech tree thingy is real slow, as well. Also, when I try to play the tutorials, the sound skips after every couple of words. This PC runs other games just fine, such as Battle for Middle Earth 2

I downloaded the patch for the game, and the problem still exsists.
