People need to stop complaining about internal tier lists. Unless you are in high Diamond or something, you simply aren't good enough such that tier lists matter that much. A very well played tier 3 champion at least as good as a kind of well played tier 2 champion at our level of play. I think that picking B vs A/S tier champions is no big deal. At our level of play, the difference between picking a B tier champion and picking a higher tier champion is pretty small (with one or two exceptions at both ends of the spectrum - don't start playing Urgot just to prove me wrong please). I don't believe that duo queuing with somebody with somebody on a smurf is against codes of conduct. Riot is fine with smurfs and with duo queueing, and the ranked system is supposed to take care of the effects of smurfs and duo queues over time. I'm not completely against split pushing even though I don't care to do it much myself. But it has to be done very carefully or you lose very quickly against a lot of teams. VERY quickly. If people go into the game with the attitude "I'm going to split push" and the game doesn't pan out in the right way to allow it, then really bad things can happen if they force it. On the flip side, switching to a split push can be a nice way of breaking stalemates.

I actually like Shaco as a jungler, although he is a specialist champion for Shaco enthusiasts only (as an aside - he would be nerfed if his playrate ever got too high regardless of what his power level is).
