Update: No, there still is an issue / conflict with taskbar enhancements and the registry to disable previews. It is intermittent though, but turning off taskbar enhancements stops taskbar previews popping up entirely.

The latest update (2.03) appears to have resolved the issue for me with the taskbar enhancement re-enabled.
It still seems to be an issue if the Start11 taskbar enhancement option is enabled.
Apologies for the necro posting, but I thought this information might be useful for others that might run into the issue I had. After rebuilding my server's OS and reinstalling Start11, I ran into exactly the same issues with not being able to restart or shutdown from Start11's menu options, even after I had applied my above mentioned fix - this turned out to be a complete coincidence and not at all related. Local admin, and all previous versions never had this issue. UAC is off. Edit: It's also happening in 1.47 beta.
1.46 no longer auto-starts for me on login. I have to manually run the start11_64.exe to get it to load - putting a shortcut in the start-up folder doesn't work either. The service runs on startup though. I have uninstalled/reinstalled, but to no avail. Running on Windows Server 2022.

I recently purchased an additional license which is evidenced by the [2] next to the product key, but when I view the list of activated machines it says I have 2 current activations out of 1 total (it's a single license key). I have also had Start 11 on the second machine flag up that the license has been deactivated and needs reactivating, whereupon I have to remove it from the list within my account, and then reactivate it.
I assume you mean Windows key to open the start menu then arrow keys to navigate through to the shutdown options? If yes, then it doesn't work either. If no, then I have no idea what you mean. Alt-F4 does work and signs out, and the functions work from the right-click start menu when it is set to behave as the native OS functionality.
I created a new admin account and had the same problem, then I went through the clean boot process logging in with the new account, enabled the Start11 service and unfortunately it still did not resolve the issue.
This is a physical box with Server 2022 installed, not a VM, and I have direct access so no RDP. I just completely uninstalled Start10/11 and cleared all AppData, ProgramData and registry entries, rebooted and then reinstalled Start11 and rebooted again - it still does not acknowledge the restart or shutdown functions from the Start11 menu, all that happens is the mouse cursor moves into the middle of the screen; sign out and switch user work though.
I did even though I am not RDPing to the machine. No effect.
As title states, I seem to recall having the same issue with 2019 but cannot for the life of me remember or find the resolution to this. This is a completely clean install of 2022 and I initially installed Start10.
