Can anyone help me? I'd like to upgrade to the 2.5 Net framework so that I can download Impulse. How do I do that? Thanks

Forgive me for being dense -- I'm not very tech savvy. How do I know if I have the 2.5 Net framework?

I am trying to download the 1.03 patch for Political Machine. Apparently, I need to download Impulse first. I have tried to do that but I get an error: Error 25015: failed to install assembly C:\\Windows\Microsoft.Net\Framework\v2.0.50727\Microsoft.VisualBasicVsq.dll because of system error. The rest could not be performed because of an I/O device error. Isn't there some other way I can get the patch? Thanks
