I have the same issue on two machines. The Advanced setting determines whether the All Programs / Universal Applications folder is present. However, if the option to hide the folder is not selected and the folder is present, the folder won't open (has no content?) so no universal apps are available via Start10. <spa

Yes. That accounts for both issues. Nothing like self-created issues.. What I apparently wanted in the Taskbar properties is 'Store recently opened programs' selected and 'Store and display recently opened items in Jump Lists' unselected. I had both unselected. Many thanks, Neil.

I'm seeing two issues. 1) Application shortcuts are missing/not being created in the left column of the Start menu. There are two pinned shortcuts and there is no problem with those.
