No StarPort but still building ships

The Torians surrendered to me before I even met them. There was no pop-up stating this and I assume it was because I did not 'know' them, but I knew which area the were in by toggeling ownership in the mini-map.

Once I saw that I owned several new planets I went to them. I decommissioned the StarPort on Toria but it still must think it is there as I have now received 2 ships from that planet with out a StarPort.

I have the latest Beta as updated through SDC.

I reported a similar problem where a planet that had flipped to me was simultaneously building both a starport and a ship. The ship was almost complete even though the starport wasn't finished yet.
