Highlights & H Rule

OK so I'm a newbie, only been around here for a couple years and I think it's about time I found out how you highlight with the little brown box around the text. Also, what the blank is the H Rule. I get the feeling the two items are related but I haven't wanted to hijack another thread to test out my theory. Since moving to the new site I've felt left out when it comes to using other peoples words in my posts.
Someone please explain in simple terms. It's Tuesday and I'm already suffering brain damage.

Ermm, can't do it so easily with the very first post in a thread, but generally just highlight the part you want to quote and then click on the Quote button and it will automatically do it. Otherwise just copy the text you want, and put the [quote*]text[/quote*] tags around it (without the *).

The h rule is just a horizontal line.

You have a quote button? I feel slighted. I'm not seeing a quote button. Bold, Italics, Underline - Image, Link, Email - H Rule, A Face: box, A Size: Box, A Color: Box, A row of smilies and the Submit Button, Thats it for me...
