Can't create fence

Hi im having an issue creating fences i tried on fences 4 and tonight i installed fences 5 but still same problem,

i try to drag a fence but dosent show up, the only time i can make dotted line is within a created fence or around desktop icons

Windows version : 23H2 Build 25967

ahh ive just figured it out , i had locked fences and it wouldnt let me create anymore doh
