object bar under programs running

is there anyway to get objectbar out of running applications?

I didn't remember it doing this before. Is it supposed to or should i reinstall it?

start/run/type msconfig/ok/uncheck objectbar/I think

couldn't find objectbar in the msconfig dialogue
