Missin options from win 7 in win 10

Hello, for more then ten years I lived with the nearly perfect OS the legendary Windows 7 and I also made this OS even better with windows blinds and icon packager.

Now with new hardware it was time to let it go and so a few days ago with broken heart I switched to windows 10 and had tears in my eyes! :'( :'( :'( Not only because of the goodbye from my beloved windows 7, but double tears from the ugliness from the monstrosity "Windows 10". 
Well, after a few days of fight, resource hacking, registry working, icon packager, start10 and windows blinds, this ugly os now looks 85% like the beloved windows 7.

But there are some missing parts.....

- Taskbar Icon context menu (the pin list) is not skinned.

- Also the option to have a background image tile in file explorer is gone, you can only change the color.

Is this not possible anymore with windows 10? Or are the developers from windowsblinds still fighting with the os and these options could came back one day? I'm really missing them!

And last, is the settings app not skinnable?

Due to changes in the operating system by Microsoft from Windows 7 to Windows 10, the skinning of the objects you mention are no longer available, including the settings "app". As far as I know, there are no plans to update or make changes to the current version of Windowblinds, since there are plans for a new version, Windowblinds 11. The new version will most likely be for Windows 11 only.

So I can't be completely happy with Windows 10 like I was before With 7 ...

Are there other ways to skin or edit background and font colors and fonts style, buttons from the settings "app"?

As far as I know, there are currently no program that can do that, but there are most likely ways to accomplish what you want, but not without altering the system registry and/or system files, and that's not something I would advice.
