too long to start

Sorry to hear you are having issues. Need to know more.

1) Windows full version numbers. Please use Winver.exe for full version numbers.

2) Fences version.

3) Is this a new issues after Windows 10 updates?

4) How long in second does it takes to start?

Most probably you are looking at normal Windows 10 behavior which delaying 3rd party application load time. You can disable it by referring to this guide : https://www.howtogeek.com/403162/how-to-disable-the-windows-10-startup-delay/

Please try purge and reinstall steps as mentioned here : https://forums.stardock.com/486084/fences-support-faq#reinstalling. Just make sure to re-download the latest version from your account. Reboot after the purged. Reinstall, and Reboot again after the installation. Retest it. Report back here.

cancelled your programm fences 3 - to long to start!!!!!

Fences takes 0.2 seconds to load.  Microsoft makes all programs load after boot has FULLY completed.  If you see what looks like a 30 second  load time, what you are really seeing is exactly how long your system takes to boot...☺
