Objectivism gov type gives incorrect Gross Income boost

My civ currently has Interstellar Plutocracy government which gives Gross Income +20%. My actual gross income is 941.47. When I change the government to Objectivism, which should still give Gross Income +20%, my gross income drastically changes to 107.25. Seems like there's something wrong here...

Plutocracy also gives a tourism boost, that could account for the difference

Just 1% and I don't build for tourism. Wow!!! Just checked and tourism dropped from 3336 to 0. That's where the difference comes from. How does 1% change in tourism account for 80% of my entire treasury?

It looks like every one of my 21 planets was producing 158.90 from tourism before the government change... 0 afterwards. It doesn't matter if the planet was just settled last turn or was around since the start of the game. I'd like to know how this represents 1% of anything in my empire or what 1% tourism even means. It seems like a very insignificant stat to have such an overwhelming affect!

Yes, the percentages on Tourism are a bit misleading.  With Plutocracy, it is as if you have a 1% tourism income (as opposed to 1% bonus) on each planet.  Which means that each planet gets 1% of total potential tourism income, based upon your influence area.  The bonus (from, for example, aquatic worlds - 25%) adds a percentage to the planetary income from tourism, which requires a building (or this government) to multiply out.  The wording should really be changed, it took me a little while to figure out the difference.

With Retribution (and the base game update released at the same time), tourism has been mitigated by not allowing a building to be placed on each planet, which I believe is a good fix.  As you can see, Plutocracy bypasses this tourism nerf.  I would suggest that the Plutocracy tourism income be dropped by an order of magnitude, down to 0.1% tourism income or something similar.  Again, this means that each planet acts as if it had a 1% tourism building on it (such as the Import-Export center).  Very overpowered.

Overpowered yes... but I must admit to enjoying 1K plus surplus income after adopting Plutocracy... after a few turns I can buy almost anything! It does remove any need to work on the economy upgrades so I agree that it does seem broken. I guess I'll start working on the economy so I can afford to change governments. I really do need the extra planets since I play on ludicrous (queue Carl Sagan, "Billions and billions..."). Thanks for the insights AdamMG!

Also you can eventually get up to 13k over time with the right influence buildings and starbases. Once I get interstellar plutocracy I never look back. It completely blows the trade bonuses of Objectivism out of the water.
