How to move a ship design to another game?

The only two options seem to be Upload and Export.  Upload strips the design down to its non-functional elements.  Export publishes the design in a format for 3D printing.

So why isn't a custom design accessible from other games?

 

Here's the immediate situation: I am playing two branches of a game, one where I accept a peace offer and the other where I go for the kill.  In one branch I spent a lot of time designing two ships - one a new BB, the other a DN upgrade.  They are available in that branch.  They are nowhere to be seen in the other.  Both branches have the same technology (as far as hips are concerned).  So what gives?

Ship designs are read only when you INITIALLY start a game - it effectively rolls up the entire state of the Mod/designs/etc. at that moment, and then works from there on in it's own private working set. It can write, but not read, from the various Ship Design locations.

So, any ship you design is only available for any game you START after the point where you designed the new ship. Existing saved games won't ever pick it up.

Thanks.  That makes sense.

But still, is it possible post a fully functional ship design somewhere (e.g. Workshop)?

The only reason that a custom design won't be available is if it required a component that you haven't unlocked yet.  Or am I misunderstanding?

I my case, the other game can't use it because it wasn't available at its start.  Presumably when I start a new game it will be available - locally. 

The question is, how do I make it available to someone else?  The only two Workshop options seem to be as template (no functional items) or an OBJ.  If you want to say, "no we don't do that because the functional items are too much of a barrier to compatibility," then that's a fair answer.  But given the jungle that is Steam, I could well be missing something.
