What is the strange blur on the left monitor lower bottom both sides

What is the strange blur on the left monitor lower bottom both sides. I blurred the rest of the desktop for personal reasons but the blurs that you see on the left side bottom left & right sides I didn't do it happened after installing a bunch of stardocks programs.

I can't post the screenshot into this message so I will give you a link to it.

Looks like you have Stardock Fences 3 set to blur the background of Fences. You can disable this in Fences settings.
