The Krynn's planetary wheel doesn't work.

Well when you got rid of the planetary wheel you brought it back for the Krynn; except, when you change the planetary wheel it only affects the changes globally, not for each planet.

Can you provide some more information?  I just started a game as the the Krynn, colonized a new planet, and was able to adjust the planetary spending independently.

Well when i adjust planetary spending it changes it for the whole empire not nustcthe planet.
