I should have one of a short time before I destroyed most of those idle transports. Have to see how I provide it to you though, don't know the instructions by heart.

Some more saves in ticket #CKJ-934-82211 about the idle transports and the idle fleets that gather around my shipyards/planets and don't seek the ennemy to engage them.
After several games I have yet to see the AI making use of transports even once. AI-opponents just keep building transports and stack them near their shipyards, each with 2.5 pop, without any attempt to use them. It feels tedious to attack a stack with e.g. 15 transport fleets in one tile one by one.
I've seen them used quite often, so I would send in saves so the devs can see the situations in which the AI is not using them.
Im not sure if its similar, but i have noticed some stacks of pirates not attacking my ships such as Colony or constructors, my auto move ships will sometimes stop literately right next to the x5 pirate stack and on there turn the pirates just move away. Im not sure if its because the pirates are chasing some other ships in the FOW or something else, but its odd.
Weird people are not having this issue. Every game since 1.31 i have run has had an AI issue. Basically they will not take over planets. There are some transports but they dont do anything. All what happens is the AI floods your area or another AI's area(who ever they are at war with) with tons of ships and they just all sit there and dozens more just come over and stack but they never will take any planets. Then if for some reason you do end the war the AI will just shadow every fleet/starbase/scout with one of their own ships. Its like the AI is still trying to attack your ships but they cannot so they just follow and sit next to them for pretty much ever. The game usually becomes very boring by then and i end up restarting a new game hoping to get an AI that will play the game. So far no luck.
Doubt saves will be useful since my game is very lightly modded for quality of life and on a custom map, though i cannot imagine modding some of the techs will break the AI.
All my games are like that. I've submitted tons of saves. The AI seems to behave differently on small maps or maps with many habitable planets, and according to some reports, at "incredible" AI level.
AI declears war follows up with nothing, scout another ai thats fighting another their fleets are still in their own borders. Seems the AI is borked at the moment. Going to stop playing till this is fixed.
Talked about in today's stream, should be fixed in 1.4 due in a few weeks
Has anyone noticed if this has been fixed in 1.4 (especially on larger maps)? Would be great if so!
In my limited experience so far, no, it has not been fixed. The AI is at war, but it is not moving.
