BUG? You are unable to build constructors at this time

Till last night my starbases were able to request a constructor by pushing the button. This morning I did load my last saved game from yesterday and continued playing. But when I requested a constructor i got the pop up "You are unable to build constructors at this time". Even loading the autosaves that were from before my last save gave the same problem.

I did not obsolete the core designed constructor. It is still in place and currently version M35. I have no self designed ships to build.

Trying to fix it I deleted all constructor jobs in my shipyards and played a few turns. Constructors on route to my starbases arrived and I updated my starbases. I was able to request a constructor ONCE and after that same message. :(

What is causing this and even more important; How to fix this?

Ditto, this has effected both single player and multiplayer saves since the patch last night on multiple pc's.

I just found out about the 1.03 patch.. Fixed some bugs and created a list of new ones... lol

I have had same issue.  I abandoned game and started another., not a very good fix.

Caused by playing a 1.02 save,  New games are ok.  Hate these kind of fixes
