Question about two mods doing basically the same thing..which wins?

So I have a simply mod that changes the 'Uncommon' habitability setting from .25 to .185. I was thinking about getting Bucks map mod. 

 

If two mods make changes to the same 'file'/XML, is there a conflict and how does it go about resolving it? I suppose I can always delete my mod and just use Buck's.

It just loads the last copy of the file and ignores the other one. Just add your changes to Buck's version.
