Durantium Refinery Bug

I saw a post about this issue recently but cant find it so I'm just going to open a fresh thread about it.
In my current game I noticed he following bug. I was building 2 refinery's on separate planets. I rushed one of them but let the other build normally. I noticed that the rushed refinery would not complete until the second refinery was completed. Due to lack of resources I have not tried to recreate this but I will try.
at least that way you get a reply, even if its just a generic "thank you for bringing this to our attention". I'm sure the devs read all our posts but replying to every single one takes time so they only reply when they need more information to reproduce the bug.
