Is windowblinds what makes a whole new desktop? If not, what does and where do you get it, and whats the cost??

WindowBlinds is primarily a windows skinner.
There are several programs to alter your Desktop, and not all of them have skin libraries here.
A few to check out, in no particular order......
HoverDesk
Objectbar
DesktopX
Winstep
There are oddles more.............

It changes the skin for windows. Think of how you can change skins for WinAmp. Now think about doing that to the entire Win envioroment. It doesn't really change the desktop, you would need the entire ObjectDesktop suite for that.
