[.80 Bug] Captured city cannot be upgraded

After capturing a city, everything in its build queue is set to Continuous.

This is the screenshot of the glitch. No matter what I do, I can't get it changed.

It's more than likely not a bug. Your unrest is probably 100% so you don't have any of your population able to do work. 

 

It can easily happen if you have a large empire and the city isn't contiguous.

A nicer effect would be to have a minimum production even at 100% unrest. Produce .5 hammers or 1 hammer. It would still take most things 100 turns or so to build. Effectively continuous, and it won't cause this question from arising.

The AI settled a 0/0/0 tile, which is in itself a bug.  Look at the bottom left of that screenshot, where it shows how much production/food/essence your city has.  See how your city's got all those zeroes?  That's a bug, and I've noticed it in FE as well.

Can't believe I didn't notice this, and I do know that that tile wasn't 0/0/0, there was good tile there, as I was going to settle there myself, apparently it settled on the 1 tile that wasn't fertile.
