Actually I was on a land mass with two other factions, but once they were dealt with I was out of things to do...

On a side note, I tried to get expelled from Tarth lands onto a land mass I could see two tiles away, but every time I ended up in my own territory 8-10 tiles away.

As it is, I'm playing the 0.98 now, so I don't know if this issue is even relevant any more (0.952).
