I think I've figured out who's "Occupying" the Occupied Planet. Seems each one comes with not ONE but TWO colonies of space ponies.

 

Also, is the occupied planet ALWAYS called "Akhmatova"? Is it supposed to be? These were two different maps.

Not necessarily a bug, they probably just wanted you to have a better chance of finding space ponies. Heck getting two of them should be a feature. :P

Both myself and Ryat got Space Ponies on the occupied planets as well. May well be a bug.
