Planetary Governor Issues

Dudes, can you help?

 

The planetary governor is a must have on large maps.  So when I was playing today, I had 200 or so planets building away, all set to various governors.  When I researched a new item, Manufacturing Center, and then in quick succession, Industrial Sector.  I went back to check my planets, and everything was totally messed up.  There were 5 industrial sectors in planets where the Manufacturing Center wasn't built yet.

 

Seems that a planetary governor will place a new BUILDING TYPE if it can't find one that it can upgrade.  So if you only want 3 factories on your planets, it'll add more if those factories happen to be seperated in the tech tree by 1 (i.e. advanced factory -> Industrial Sector).

 

This messes stuff up.  Anyone else have any tips on how to avoid this?  Can someone confirm this issue?

I can confirm the exact same issue. Either I'm not too bright, or the govenor isnt.

I generally play DA on the largest maps with all-abundant and the only times I toggle the Governor is to disable auto-upgrades (as soon as I research Manufacturing Centers) and auto-terraform (as soon as I begin invading or flipping).
