Gaian Crescent scenario bugged?

How to play it? Is it bugged?

I am trying to play the Gaian Crescent 2-player scenario with Advent, but I think the problem is similar for any race.

You start for some reason with allegiance of 25% limit instead of usually 100%. It does not increase over time either. That means practically 0 income (actually it is negative untill you develop planet population to the second level, then it is 0.7/sec). You have just enough money to build capital ship and that's it. You economy is dead, and all you can do is to protect your planet from the pirates and wait literaly forever to build at least one reseach station. You can't even colonise anything else, because you will not have money to develop that.

Is this scenarrio bugged?

yeah, the planet you start on is not classified as a "home planet" so its not your capital and its not develpoed. First thing, make it your capital. then slowly do the upgrades as you can. If you do the capital planet upgrade you should start getting 2.7 per turn (if i recall right) instead of the -2 or -3 that you were getting previously. idk if its a bug, but it does make for an interesting challenge if you feel like playing a game where the begining is not a gimme...

yeah i had trouble with this one till i tried watching a replay to see how the ai started to make credits quicker even tho i had took most of the map, as said above make the first planet your home as quick as possible.

Yeah, if only I could notice myself that it is not the capital ... It would help if it is mentioned in the description of the map. I was trying to guess what a hell is wrong with the planet without success.
