Idea for a Program(make desktop Flash-ish)

Alright, So I recently got a program called "allSnap" that allows windows to snap together, much like in winAmp and Trillian. While I think this is awesome, I had another idea/feature that I'd like but I don't know if its out there or if I'd have to find some way to make it myself. I looked at a lot of the Object Desktop programs and they seem really good, but are mostly visual and not all functional. I very much enjoy the way the Macromedia/Adobe Flash interface works and I'd like some way to add a similar functionality system wide. What I'd like to be able to do is have the windows be able to snap into each other like allSnap, but be able to create "panes" or areas on the screen where windows could be grouped together. These areas could be hidden, much like in Flash. The other more important feature would be that Once two windows are snapped together, if you resize one, all others that are snapped to it will resize reactively. WindowFX has a way to change the scale of the content window rather than change the size of the window itself, and there is a program called TopDesk that gives an expose-esque experience. I'm not a programmer proper, so I'm wondering if a program similar to this already exists or how/what I'd have to do to get it to exist to make it happen. thanks.
