DA1.61 - Espionage spending continues when below -500BillionCredits

The description is pretty self explanatory, the espionage spending does not stop when you go below -500BC. So if you bring in 2000BC a turn, and spend 1600BC on maintenance and the max (25% aka 500BC) on espionage then you will continue loosing 100BC a turn despite being at 0% economical spending and having less then -500BC in treasury.

I'm not sure that is a significant thing to worry about.

Besides, the Galciv economy is pretty much a basket case by default anyway, and it is up to the player to take action to make it viable.
