It depends on the skin/theme. In most cases you should be able to double click the skin/theme file you downloaded and the appropriate program should launch and handle the skin/theme. That is provided you installed the correct program needed to use the skin you downloaded. Each gallery section explains what program you will need.

Have you installed Windowblinds?  After that (and a reboot) downloading a skin should load that same skin.

Ok, I think I know what you mean jordan. You do need the program in order to use the skin. Just create a folder in your my documents foler, and name it anything you want.(ex. wincustomize). then download the program and any skins you like to that folder. Once these have finished downloading, you can click on the program to install it. then when you click on a downloaded skin (should be in .wba format) it should automatically load. you should get a little notice that says "a skin called *skinname* has loaded, click here to apply" you can then either click on the notice or click on the icon that is in your system tray. If you download a skin that has a .zip extention. you can change it by right clicking on the file name and renaming it the same name and changing it to .wba. Hope this helps. I noticed your profile and see you are new here. Welcome!
