Control Panel misbehaviour

Hi,
after i tried to search for the problem i have (with no success after all) i hope, someone can help me out:
Since the installation of windowblinds i got several problems with applications.
Every time i double-click an item, they open for one second or two but then close, most of them without any message. Some of them started after rebooting, others were able to run after i activated/deactivated them with DEP (if there was a message pointing in that direction).
Now i tried to start items of the control panel (e.g. system, software) but these won't open and close with or without a DEP-Message. "Sound" for instance, closes without messages, System brings up a whole bunch of these windows declaring, that "this program has to be closed due to security reasons". Ok ... so far ... normally i would deactivate the specific program or DLL with DEP, but the system won't let me do this anymore.
Reinstallation did not work. The only way would be, to uninstall everything but this is not my intention.
System Specs:
Pentium D 3.2 GHz
Nvidia 7900 GTX
Windows XP MCE 2005
2 GB RAM
(The whole thing is a Dell Dimension Desktop 9150)
