Is this cheap?

logistics issue

i made a custom race but i dont like the fact that they only have 6 base logistics points. would it be cheap to mod it to 7 or dare i say it 8?

You can mod it to whatever you like, you just won't be able to play on the metaverse with it. One or two points of logistics isn't going to make a massive difference in your games, though.
