Wrong species complains of harassment(!)

Basically, in my game I am persecuting the Torians by building lots of Influence Starbases in their territory, causing worlds to revolt and join my Dominion.
I am also stationing lots of starships near Torian planets.
Bizarrely, the Torians ignore this behaviour, but I get lots of complaining diplomatic messages from the I-League minor race complaining about my influence starbases etc. None of my ships or starbases impinge on the I-League, so I believe there is a bug and in fact this message should be coming from the Torians.
Reproducing this bug may not be straightforward so if it helps the devs I can upload or email a savegame.
